Plant Quarantine Treatment

Phosphine and Methyl Bromide fumigation to prevent plant pests from spreading through commodities and packaging.

Why quarantine treatment decides whether exports run smoothly

For exporters, quarantine treatment is part of the shipping requirements. Cargo that does not meet the destination country’s quarantine requirements can be rejected, re-treated, sent back, or destroyed, at the shipper’s expense. The right fumigation and correct documents keep your shipment leaving on time and accepted at its destination.

Which do you need?

Your situationWhat you need
Exporting coffee beans, cocoa, spices, or other agricultural productsCommodity fumigation. We first check whether the destination country requires fumigation and which fumigant it accepts.
Export goods are packed on wooden pallets or cratesWood packaging treatment to ISPM 15 with Methyl Bromide, so the packaging is accepted at destination.
Cargo is already in the container and ready to shipFumigation inside the container before the closing deadline, timed to the vessel schedule.
Warehouse stock is starting to show weevils or mothsWarehouse or stack fumigation with Phosphine to control storage insects.
Shipping commodities between islandsTreatment to inter-regional quarantine requirements, when requested by quarantine officers.

The risks of leaving it

Cargo rejected at destination

Live pests or incorrect documents can lead to cargo being re-treated, sent back, or destroyed.

Extra costs

Container detention, re-treatment, and return shipping costs can fall on you.

Damaged trade relationships

Buyers may switch suppliers if shipments run into problems repeatedly.

Lower commodity quality

Uncontrolled storage insects reduce the quality and weight of commodities during storage and transit.

Purpose of treatment

Plant commodities and wood packaging can carry plant pests (OPT) and quarantine pests (OPTK). Quarantine treatment makes sure the cargo is free of them before storage, inter-island shipment, or export.

What we treat

Commodities

Grains, plantation products, spices, feed, and other stored commodities.

Wood packaging and pallets

Treatment in line with ISPM 15 so the packaging is accepted by the destination country.

Containers

Fumigation of cargo inside containers before shipment.

Warehouses and stacks

Fumigation of storage rooms or stacks under tarpaulins.

Two fumigants

Exposure timeLonger, several daysShorter
NotesChosen according to the commodity and requirementsUse is restricted to quarantine and pre-shipment purposes

How it works

  1. Survey of the object and check of destination requirements.
  2. Selection of fumigant, dose, and exposure time.
  3. Sealing and marking of the hazard zone.
  4. Application and monitoring of gas concentration.
  5. Aeration and safety check before reopening.
  6. Issue of the fumigation certificate and report.

The fumigation certificate is the basis on which Barantin issues the phytosanitary certificate. The phytosanitary certificate is issued by Barantin, not by PT IFI.

What to prepare

  • The commodity and its packaging.
  • Approximate volume (tons, m³, sacks, or pallets) and the number of 20 or 40 ft containers.
  • The destination country or region, and its requirements if known.
  • The fumigation location (warehouse, container, or stack) and the planned stuffing or shipping date.
  • Any shipping documents you already have, such as an invoice, packing list, or booking.

When to contact us

  • You are about to export plant commodities or use wood packaging and pallets.
  • The destination country or buyer asks for a fumigation certificate.
  • Commodities have been stored for a long time and weevils or moths start to appear.
  • You ship commodities between islands that require quarantine measures.

Why choose PT IFI

Two Barantin registrations

Phosphine and Methyl Bromide, so the fumigant can be chosen to suit the commodity and destination requirements.

Experienced since 2009

Registered for Methyl Bromide fumigation since 2009 and Phosphine since 2014.

Working to your vessel schedule

Treatment is timed to stuffing and closing dates so shipments are not left behind.

Regulations and standards

  • Law No. 21 of 2019 on Animal, Fish, and Plant Quarantine is the legal basis for quarantine measures on commodities leaving and entering Indonesia and moving between regions.
  • ISPM 15 governs the treatment of wood packaging and pallets in international trade, marked with an official stamp on the wood.
  • ISPM 43 sets the requirements for fumigation as a phytosanitary measure, including dose, exposure time, and gas concentration monitoring.
  • Methyl Bromide is restricted under the Montreal Protocol and used only for quarantine and pre-shipment purposes.
  • PT IFI is registered with Barantin for Phosphine (No. 0047) and Methyl Bromide (No. 0120) fumigation.

Common terms

  • OPT (plant pests): pests and diseases that can damage plants.
  • OPTK (quarantine pests): plant pests that must be kept from entering or spreading in a country or region.
  • Phytosanitary certificate: a plant health certificate issued by Barantin. The fumigation certificate is one of its bases.
  • ISPM 15: the international standard for wood packaging, shown by an official mark on treated wood.
  • Phosphine (PH3): a fumigant in tablet or pellet form that releases gas. Usually for stored commodities, with an exposure time of several days.
  • Methyl Bromide (MB): a gas fumigant with a shorter exposure time, used only for quarantine and pre-shipment purposes.
  • Stuffing and closing: stuffing is loading goods into a container; closing is the deadline for the container to reach the port before the vessel sails.
  • Aeration: venting residual gas after fumigation until the warehouse or container is declared safe to open.

Frequently asked questions

Do all export commodities have to be fumigated?

No. It depends on the commodity, its packaging, and the destination country’s requirements. We help check this during the survey.

How long does it take?

Methyl Bromide usually needs a shorter exposure time, while Phosphine takes several days. The exact time depends on the commodity, temperature, and requirements, plus aeration time before the cargo is safe to open.

Who issues the phytosanitary certificate?

Barantin. PT IFI issues the fumigation certificate and report that serve as the basis for that certificate.

Send us the commodity, volume, destination country, and planned stuffing date through the quote form. We will check the requirements and prepare a fumigation plan.
